UNAMA has documented new cases of killings and arbitrary arrests involving former Afghan military personnel and government officials, raising continued concerns about their safety despite the Taliban’s announcement of a general amnesty.

In its quarterly human rights report, UNAMA said it had documented at least 14 cases of arbitrary arrest and four killings of former military personnel between 1 July and 30 September 2026.

According to the report, on 9 July, a man associated with the former Afghan government was shot dead by unidentified individuals in Paktika province. He had returned to Afghanistan from Iran approximately three weeks before the incident.

UNAMA also reported that on 18 July, a member of the Khost Protection Unit was shot dead by unidentified armed men while spending time with his family. The individual had returned to Afghanistan from the United States just 10 days earlier.

In a separate incident, Taliban forces arrested a former police officer on 28 July at Kabul International Airport as he returned from abroad. The man was known for openly criticising the group. UNAMA said the reason for his arrest remained unclear.

The incidents come despite the Taliban’s announcement of a general amnesty following their return to power in August 2021. Reports of killings, threats, and arbitrary arrests involving former military personnel and government officials continue to raise concerns about their security and the protection of human rights in Afghanistan.
