The review identified missed aliases, missing security-check records, unresolved records, and other documentation errors.

The report said the errors created a risk that U.S. Citizenship and Immigration Services could miss opportunities to connect names provided by applicants with potentially adverse information in government databases. Two files also contained incomplete documentation related to potential terrorism-related inadmissibility concerns.

However, the Inspector General did not conclude that 40 percent of applicants were inadequately vetted or that anyone was granted asylum because adverse information had been missed. The review also did not reassess asylum officers’ decisions or determine the actual effect of the identified errors.

The report found no statistically significant increase in errors after a 2023 settlement that required faster processing of Operation Allies Welcome asylum cases.

The Inspector General has recommended stronger recordkeeping, screening procedures, and supervisory controls. The findings relate specifically to the asylum adjudication process and are not an assessment of the entire vetting process conducted before Afghan evacuees entered the United States.

The U.S. Department of Homeland Security’s Office of Inspector General says it found at least one vetting or documentation error in 40 percent of a sample of asylum files involving Afghans who entered the United States under Operation Allies Welcome.
